67 Monaco - steering wheel removal please?

Hi there - trying to remove steering wheel to replace turn signal switch....
it will not budge & access with puller is hampered by the plastic shroud - any tips would be really appreciated.

Use one of the above pullers and the bolts screw into the holes you are pointing at in lower pic.
