How did you rough it up? What did you use?

Looking for some advice on the proper way to restore the package tray in my '65 Monaco. There are some areas where the paint is missing as well as the finish peeling. What's the best way to smooth it out before repainting?

Nice looking car. Looked at the ad, it's supposed to only have 37,000 original miles .... wonder if there's real documentation of that. Not a huge of the vinyl roof though, prefer Monacos with a regular roof like my black one.
