I doubt it is factory as noted the speedo cable wrapped around brake booster...
The controls would be IN the dash not under it...
I doubt factory would use twisty wire connectors...
In my '67 with factory cruise there is NO cable to operate the throttle...
It is linkage hooked to trans linkage to operate the throttle...
My controls are in the dash ...

The cruse control is not factory, it is an add on. The original would look like the ones in my 69 CB savage and the 70 Chrysler 300. I know because I had a 1968 Chrysler New Yorker before it was wrecked in Farmington New Mexico. Darn woman hit me in the right rear quarter and sent me out of control into a 20 ft ditch. Still get upset when I think about it.
 
The cruise control system in 68 was a one year only system and is not present in this wagon as already mentioned.
The 68 system was a "stepover" and the better system we know of came out a year later.
