I wonder, Did they make three different floor pans just for optional seat belts mounting bolts?

My 65 Monaco had rear seat belts from the factory. The mounting points were not in the floor pans. There are 4 large eye bolts mounted in the bracing from the floor pan to the package shelf. They are original and not a previous owner wanting rear seat belts as they are painted body color.
