As best I can tell the 69 Chrysler did not have an overflow tank and this is an add on someone installed. Would that be correct?

I have one that I pulled off a 72 Satellite and used on my 69 300. i mounted it to the left side rotating headlight bracket, fit great. I still have the overflow bottle and would let it go if your interested.

Correct, there were no overflow bottles of any form in 69 on Chrysler/Plymouth/Dodge products.

CHP fitted a 69 Cadillac bottle to some of the cars. It is a big bottle and it is a tight fit.

Thx for the responses. I'm taking it out, not looking to replace it.

This is a lot like I mounted mine in my 69 300. The bottle I have has a built in overflow, in the neck, that emptys at the bottom of the bottle. I never did see any residue anti freeze on the ground.

My 68 Newport but it was obviously an add-on as both of the screws don't match and it's on an angle instead of mounted straight.
Still better than letting it vent on the ground, in any case. Don't know which owner added it.
