Advice for installing bushings

I am installing lower control arm bushings and was wondering if the order makes any difference - Bushing in the control arm first or Bushing on the pivot pin first?

I always put pivot in bushing against a flat surface then use a pipe( same size as sleeve)and a couple of washers to press into control arm.
