Think that's what the small hose off the booster, that's blocked off, is probly for?

No, that one at the booster is for speed control. It’s too large for that other line.

here is a photo of a 62 Chrysler with the hoses. Fingers to the small one, the larger one right there is to the PB. The lettered hose crossing diagonally is from rear of carb to PCV.

I'm thinking there was a hole in that dowel to slip the spring into. I don't think it's going to stay the way it is.

That's exactly what I was thinking...but couldnt find a hole...

I don't think it's a '68 setup, I don't recall seeing those "capture" clips until a few years later. I double checked my '68, there is a hole for the spring.
