There IS an available product for the black accent moldings many bumpers have. Kind of like a wax that puts the "black" back on. Perhaps it might work for tires, too?

Turns those faded black plastic panels "mothers back to black" i have a bottle only used it a few times and got tired applying it every time i cleaned my car...

Pretty sure you can make your own with glitter and tire gel
