Holley model 4160 on an Edelbrock Torker 440 intake manifold. And some adaptations to the carb/kickdown linkages.

Your choke is not open. Ok if pic is cold, first thing I would check.
You have a 3310 most likely and that leads to #72 primary jets which I have found to be too lean for even a stock 383.
Your carb is not working right.

Yes, pic taken cold. And it is most certainly not running lean! I'll pull it off, clean it up check the jets and go from there..
 
Probably needs a total rebuild. Your power valve diaphragm could be shot or the wrong opening point. The secondary spring could be wrong for the engine, opening them too soon (very likely on a stock cammed engine)
For a street car I typically try to run the primary jets a size or 2 small but then run a power valve that opens up a little sooner to try to give good cruise econ while supplying transitional fuel when you tip into it a bit more.
