The one area I had a problem with was the rubber grommets, the paint was still tacky after a week, I stripped the paint off and sprayed them with some Mopar engine paint that I had left over, it was dry within 20 min.

I painted mine and it dried hard like the paint in 36 hours. I made sure to get all the oil i could out of the rubber plug before primer and paint.

Were those plugs always painted? Now that I think about it, I guess so, since the engines were usually painted as complete assemblies.

Yes. They were always painted.
I dont have a wash tank so i must have cleaned these valve covers 5 times, then used alcohol, then used air nozzle.
