Opinions in value 67 sport fury

There is an ad in my area for a guy selling a '68 sport fury 383 2dr 8.75. Says it the commando, missing radiator(I got one from a bb sport fury already) center onsole shift with nice console. Obviously non running, been on there off and on last couple years. Started wanting like 1200 now down to $650. In primer, rough body. I wouldn't mind it for a parts car, extra big block and trans. My son wants to big block his 68 fury 3 sedan anyways. I would put the ad up, but I can' get it to work on my new phone yet. I'm technology dense. My question is this. The car has a title lien, what's it worth like that? Should I just forget about it. The guy stopped responding to me when I asked about the lien issue. He has listed as a whole or parts. When I ask about parts he just says no, whole car only. But then list it repeatedly as parts or whole. I want it, but feel maybe it's possibly shady. I would part it to the core, but just don't know. If any one wants to see the ad, maybe post it for me. It's in the Portland Oregon Craigslist under 68 sport fury. Thanks for any opinions.
 
Seems shady to me due to the title lien as money must be owed on it.

As the seller won't explain about the lien, walk away as you'll either be saddled with the debt or the authorities can take it away, and then you'll have neither car or money.

Perhaps a fellow forum member has or knows of a suitable car or parts.

Yeah, he finally got back to me and is saying that it is a tow yard car. I've bought cars from tow yards before and have titled them as daily drivers. He drops his price frequently and has told me $620. I'm just not getting the best vibe on it. There is a different guy listing massive amounts of c body parts from polara wagons, fury wagons, sports, 2 and 3 furys. Maybe I'll hit him up for a big block front subframe and the few other parts I really need.
 
I called the other guy in my area. He looks and sounds to have a 20 year collection of parts that he got from another collector. Waiting to hear back from him on a few items. There is also a guy on the Seattle list with a large part out of c body convertibles and others. I will figure out how to post these ads and get them up. If someone wants to p.m a how to guide on it, that would be most appreciated.
 
I doubt there's money owed on a 1968 vehicle. Probably the original owner was too lazy to send DMV the lien release from the bank after the car was paid off.
If your using it for parts a title is a title, at least in NY.
