Parking brake cable: how does it come out?

The Front parking brake cable is broken on my 1969 Chrysler 300 convertible. I’ve gotten it apart at the rear axle and inside the car, but it’s stuck where it goes through a crossmember under the driver’s side. I can’t seem to get it loose. Is there some sort of trick to do this that isn’t obvious?
 
It is a press fit, if I recall there is a flange on it, soak it, old screwdriver or whatever tool and dig in. You might be able to tap the sides, vice grips and twist?
