swap up with a summit reman carb or if you have a spare put that on and see what you got. my issue was the idle circuits and the plate not covering enough of the inlets, so it was open too far, and not really idling.
sounds like you have a leaky carb - it could be sucking in air not thru the venturi but from the sides or somewhere else, and giving you too much air at idle.
if you open the gas, it clears up, the air gas mix is closer to correct...
