Cold weather testing of some sort?
I think that's exactly what's going on here. Coat the windshield with "frost", start the car and let it warm the engine/coolant either at idle or under power (the rollers) to test the defroster, record how many minutes, how heavy the frost, make changes, etc. That way they're not waiting for some frosty morning to do it. For that matter, I believe this is a climate test chamber (for cold and hot) and we might be looking at a lovely summer day! [ I've been in such a chamber at the Dayton T. Brown facility in Bohemia Long Island NY. Testing in Simulated Environments ]
