South Carolina history of this car....help from old timers

I got a 66 fury in SC couple years ago now. I was able to track down the three previous owners, none of whom had driven the car. Even went to NC and then back to SC again. But, wondering if the SC old timers might recognize this inspection sticker. It is similar to those from 83-89 from the images I have found, but none have this picture on the main panel....looks like people and a bird?? No year visible to my old eyes. Any ideas, thanks
