That ended up being a precalibrated liquid dispenser basically like you see on top of liquor bottles at the bar.

To precalibrate what type of liquid? Automotive use?

I guess it could’ve been used for any liquid contained in a bottle that the device fit. All I can really do is speculate but it did come out of a car guys collection.
