Nowadays, water collects here...Why?

My 1972 Fury has a water retention problem around the firewall/cowling/ wiper arm area, specifically around the passenger side wiper arm depression.
See the included photos.
Recently, I have noticed that the depression is filled with water after rain gets thru her car cover...I took the picture after drying the area.
The third photo is the driver's side for comparison.
Obviously, it looks like the area in question has been scratched or toyed with previously.

Given that the area is rust free, and that the stainless steel trim was removed and replaced for cleaning and repairs recently, it could be a recent and related problem.
I am thinking:

*Is a drainage hole blocked with paint/body filler/bog? I haven't filled or done any panel work to the area before.
*Should a drainage hole be drilled?
*Is water being channelled to this area due to a problem with sealing around the trim, because I caused damage to a seal or reinstalled the SS trim wrong?

The help and wisdom, that's always on offer is appreciated greatly.

, the 1969 picture shows a hole on the passenger side wiper depression, so i think it would be similar/same for 72, there's really no other possibilities. I think its inadvertently been plugged at some stage.
I will put a drainage hole in.

looks like an upside down bolt, with its head possibly stuck in the drain hole (the threads up against the plastic cover)?

If no hole, drill a new hole in the low spot, touch up the paint.
 
If not a stuck bolt and you drill a hole. Drill the hole smaller than needed and then use a tapered punch to round down the new hole like original.

Well, that's a new one, and a possibility I hadn't thought about- what is that upside down bolt with exposed thread all about???
Rather odd now you mention it.
We have had more rain in Sydney over the past fortnight than ever before-since records began, in fact, so as soon as it begins to dry out, im going to look at that strange bolt, drill a new hole at the lowest point, and touch up the paint.

Boysdodge-much appreciated input, I am going to drill a small hole at the lowest point, and touch up the paint, once things dry out. Rounding out the hole, so it tapered and drains better is another great suggestion. Thanks.

The quote by Erwin Schroedinger coincidentally aligns with a book im reading at present by Paul Davies, and something so many have pondered over the ages. How does electrical activity in neurons get translated into all the conscious experiences of man? When brain centres for whatever it may be- fear, pain, love, anger, desire, hate, hunger, vision, etc etc, are examined histological, all we see are millions and millions of neurons that all look the same, everywhere in the CNS. What a strange thing it is- how do the multitude of different conscious states get created, and how are the inputs from the senses directed to create the different feelings? Nobody really has the faintest idea. Neuroscientists know where a lot of different nerve centres terminate in ganglia and other brain centres, the neurons fire off a bit, then that's it. What is pain at the deepest level? Love? Hunger? It's really weird that every part looks almost identical under the microscope, yet creates amazing variety of experience. And memory- if a neurons is either on or off, where is stored memory. The explanations akin to computer ROM are not particularly useful.
 
I would check the wiper pivot seals and change them also cheap insurance just a PIA
