Wow.
So how does one test run or set up these carbs without the engine? I am assuming that they are somewhat sequential. No need for trade secrets, just overly curious.

They get test run individually to make sure that they are doing their jobs. The outboards have different jobs to do. And making sure that the fuel is where it is supposed to be, when it is supposed to be there. Really not much voodoo involved. None of them carbs know that they are on a tripower. The linkage is pretty much unadjustable in stock form. And the customer knows if there is any problems, he can bring it to me.
 
Question:

The centre carb has a tube running from an assembly (sorta looks like a vacuum unit?) to the centre runner on the intake, held in by or the aperture controlled by a small flathead screw. It looks like it got painted Olds Gold as a fixed part of the intake.

What is this and its function? As I look at it further, must be a bimetallic choke and heat tube... yes?
