When car is jacked up tires will not free spin. I repacked bearings but believe breaks are looking down . Rotors look good are smooth both sides .

Check your front brake hoses. Sometimes they go bad internally and act like a one way valve, let the fluid flow in but not release. Best way to check is apply the brakes, then release and check the wheel. If locked, open the bleeder screw and see how much fluid comes out. If the wheel releases you have a bad hose. BE CAREFUL NOT TO GET THE BRAKE FLUID ON YOUR PAINT.

Disc brakes by their nature have a lot of drag at rest. The pistons don't retract. When going down the road the few thou of end play in the wheel bearings allow the rotor and hub to move enough to push them back and make clearance.

I find regular ones, say every two hours, of 15 minutes each, do a lot to help productivity.

[Sorry, couldn't resist - then again, all of you working on your cars may want to give it serious consideration to help you get through working on your cars. :) ]

Formal brake parts are cheap.....

Replace both calipers and brake hoses.

You did push the cylinder back into the caliper housing? I would think you did with new pads, but you never know.
