Yes, and ALL Windsor, ON Canada-built engines for cars sold in Canada were red. However, other plants in the USA did produce cars for Canada. Those engines were typically turquoise in 66.
My 66 Monaco (Windsor built for Canada) is a 440 with 4 speed. Engine is red.
My 66 T&C (USA built for Canada) is a 440. Engine is turquoise.

Also, your fender tag indications the production date was B08 and the Sequence number was 00245.

I've been doing research into the '66 Shipping Order numbers. The assignment of the numbers and application is for anther time and thread.

Initial data indicates, and this car reinforces the data, Windsor built C bodies start with 00. (So by reverse engineering, when we see a 66 C body tag that starts with, 00 we know it was built at the Windsor plant.) but I'm sure some exceptions do exist, like different two digit prefixes for fleet cars, dealer demos, lease cars, etc.

Research is ongoing but the next four numbers appear to be assigned consecutively but likely not related to make and model
