I emailed with the owner (same guy) perhaps 15-20 years ago when I was heavy into 4-speed C research.
I cannot remember how I found out about him or his car, but cool to see he still has it. (he might say the same thing about me, but his emphasis would be different - 'you *still* have *that* car'??? :realcrazy:)

This is quite likely a 1 of 1 car, without having to break it down into what radio is in it, and other hijinks like the A-B-E boys do.

4-speed C = uncommon
VIP 4-door = uncommon, at least nowadays
VIP fasttop = rare
440 VIP = rare
AC with 4-speed - by many accounts AC not avail with 4-speeds, although the C-bodies might've been relaxed on that, as the factory probably never thought anybody would order a C-body that way
So add them all up, and what do we logically get?

I think the only thing more rare than this car would be the same options in a 4-dr hardtop.

When I 'spoke' to the guy years ago I asked him if he had Govier check his car out, and he said he had no need for him. He had the BS, FT, and everything added up, Govier had nothing to offer him. I didn't see any reason why the owner would be fabricating that, unless he was planning a big buildup for Sept 2017.
 
Probably build for a important Chrysler company guy...
