Yes that’s right you have to use a Broker now, it will cost you around $500 for all the paperwork if you don’t have a carrier license.

You need a complete form 7501 (I think that's what it was) . I called the Portmaster where my car crossed to be sure and also "smooth" the way. Once he knew the car was 37 y/o, no one cared. I made a completed 7501 a condition of the sale from the seller. (He met me in Seattle) This was in April of 2018.

If anyone should doubt it, $2999 gets you a Michigan title as proof and a free Mirada.
