As I'm better versed in B bodies, I humbly inquire as to whether or not the inner fenders on a '69 300 are removable (easily or otherwise) with the fenders still attached ?

Yes they are.
The FSM should have the procedure, but it's just basically take the wheel off and unbolt it. A couple layers of blue painters tape around the opening is a good idea to keep from scratching anything.

They are simply screwed in. My question is, why would you want to?
I took mine out when I converted to front disks, gave me more room to work. Putting them back in was FUN!!!

I'm installing a FirmFeel stage II box and tubular upper control arms and life would be all Skittles and unicorn farts if the inner fenders were out of the way.
Taking them off is easy. Putting them back on is more work. I used a Phillip's head screwdriver to line up one hole, while putting a screw into an adjacent hole. It worked but it took some time.

Geez I didn't have any issues with my 68 are they that much different?
Don't know. I've only done them on '70s, mine and a buddy's Hurst. Same experience both times.
