Experience bypassing a catalytic convertor

I don't think you'll get a muffler shop to put a pipe in it's place since that would be a violation of Federal emissions law with a possible $10,000 fine. Just cut the converter cleanly with enough meat fore and aft, ram out the guts and put it back with correct size sleeve connectors and clamps. Who would know unless your CE light comes on. It will still look like factory for appearance inspection.

Would there be any negative to just cleaning out the cat of everything that's inside and remounting it? That way it'd look legit but just be an empty can.

FWIW,
By law, a mechanic likely is not allowed to tamper with emissions equipment.
On a 50 year old vehicle, likely the owner can, as long as stock appearance is maintained.
Want the best answer? Stop by another inspection station and ask them.
If it were me, I'd just replace the cat if it is determined to be bad; otherwise your exhaust is gonna stink.
Don't nobody wanna drive behind dat.
