Strange ( empty ) second fendertag....what,s the story/meaning of that tag...?

It is not completely blank. My guess is that the inverted "P" and maybe the "H" were both inspection marks. Each inspector had his own unique mark so if the vehicle had some obvious defect on delivery, they could track who screwed up.
