The vin is entered into NCIC means it will not be able to be registered in any state without an alert be sent via computer to law enforcement.
 
I've added info to him in a PM...and yes, it CAN be registered. Not long ago, a buddy's '90 Corvette was re-registered in TX after being stolen nine years ago in OK. The numbers were never altered, and it too was on the NCIC hot sheet.

65Fury440, Thanks for the offer. I don't have need of your services at this time, but its nice to know someone more friendly than the DMV and more honest than the internet companies I could go to for this. I see there are others that disagree, but I wanted to express appreciation for your offer.
