Well that’s interesting and 63 is what I was supposed to say initially, the air cleaner is a 413
There will be identifying numbers and letters stamped into the flat pad just to the right and up of the thermostat housing - it will identify the displacement and the assembly date, and things like assembly differences (undersized bearing stuff etc.)
If you clean that off with a scotch-brite pad or such, and take a picture, we can confirm what you have there. Here is a pic of a 1961 413 engine's stamping pad -
R stands for 1961 MODEL YEAR USE (so S would stand for 62, T for 63), 41 stands for 413 (I believe), HP stands for the level of performance (I think), and 9 - 28 is the assembly date.
The assembly date should come AFTER the casting date, which is typically found on the side of the block under the casting part number such as these. Note that the examples of casting dates are not related to the first pic - these are for motors assembled in 65 for use in 1966 cars. So your 63 413 should have a casting date of mid 1962 up to early 1963.

As I read it I’m seeing: 123456789
With 0120 under 1234, 593 under a blank part on top followed by 21 after about six spaces, abcbefghij-etc.. number 2 is under A. 8 under H, 5 under K, 4 under M, 3 under P, 2under V. Last line, DSO Number is 0120, two spaces and 8267, Body is 593, trim is 584, paint is 99

Sequence code means Jan 20 of 63 build date (not necessarily the actual build date). A mid-model year build...
I don't think there are any further numbers under the valley pan rail.
Were you able to find the casting date under the block casting part number?
Sounds like it's a transplant/replacement 413 anyhow, perhaps as you say out of a severe service vehicle like a police car. If that's so, nice! @Big_John - sharp eye on the tach drive dizzy. That says something right there!
I guess you need to see if the trans is so equipped with the good internals, and will bolt into your car without any troubles.

According to the 5 and 9 in the vin number the first is dodge the second is police. That vin should somehow match up to the data tag
If that number is what you got of the side of the block, it should have a 2 in front of it - the 2 after it typically refers to the shift.
I think that you may not have got those numbers right regardless - any 413 or 426 wedge I have heard of has the number 2468 030 cast in it... but I could be misinformed.
Could the block casting part number be 2468030-2 ?
Your Custom 880 could have been a police-ordered car for various reasons where callouts and lights etc. were not installed. Like an unmarked pursuit car.
