Looking for decent car cover

My car is going to be seeing a lot more of the outside elements. I want to keep it covered while I'm not driving it. I'd like to find something that will repel the nastiest kind of northeastern weather systems mother nature can throw at it (heavy rain/snow). Also something that can be locked "around" the car - so that heavy winds doesn't blow the cover down the street. A tall order?
