passenger side mirror is stuck

how do i work it to get it unstuck? soak it in penetrating oil? new mirror?

Take it apart and soak mechanism in wd40. Work the mechanism periodically to loosen. Worked on the passenger mirror on my 68 Monaco 500.
 
what is process is needed to take the mirror apart?

As Fratzog said, you need to remove it from the door. Don't know if your mirror is the same as mine, but on mine a bolt and nut and machine screw secures it to the door. Once removed, on the bottom of the mirror is a phillips screw that holds the mirror asm. Remove the screw and the mirror asm lifts out as shown in the photos provided.

well i got to it today, couldn't remove the screw but tried my best on spraying it with wd-40. few minutes later i managed to break free the mirror, now i have to adjust the mounting point on the door to my liking... when i get to do the body work on the door, which is rusted around the mirror mounting points and hidden under the gasket.
 
I just had a mirror come into the shop with the same issue . Nothing would free it for the man. I put the whole mirror in the sonic cleaner tank. It came out an worked like new. If you send it we will tank it $20 plus ride back. Maybe you can find a machine shop near you to throw it in with other parts . This is the best method for cleaning anything.
