Your not kidding. Those whitewalls scream this is your grand dads car. Doesn't have to be that way on a 300.

Tires and wheels are the single biggest change you can make to to car with a simple change, and that's by a long shot. Those tires make that car look like it should be in the Who Framed Roger Rabbit? movie

That car belongs to a "flipper" and is about 15 miles from me. I looked at it just after he got it and again after the quicky enamel paint job and fluff & buff.

It is well optioned and could have been a great car for someone to do "right". It would take a lot to get it back right now.

The guy buys a lot of cars for the purpose of resale ...... Fixes then up as cheap as he can then puts "stratisphere" prices on them. I'm not sure who buys them.

No doubt. He has a really nice shop on his property and stores around 50/60 cars at all times, mostly chevys and GM, but a little of everything. Lots of motorcycles too.
I'll stop by and kick tires if i'm out cruising, He's a nice guy, really likes the old cars. But is a snakeoil salesman for sure.
He flips some pretty nice cars but I would never purchase from him without an inspection first.
This 69 300 needs a lot of little things and some TLC. (and some tires). It would be a good driver quality car for a serious tinkerer.

I concidered a trade of my 65 Coronet for a 69 Riveria and some cash ..... But he had the Buicks value jacked up to high.
