Ah, never mind I guess my problem is being too logical. Nice car but I wouldn't pay someone $30,000 to make it a $30,000 car. Oops, bad math should be spend $38,000 to create a $30,000 car.

No I don't know the owner... but look at how it's worded. You don't usually see a private party ad written this way... but he post it on craigslist as a for sale by owner. The flipper sellers show up act very interested in the vehicle, they tell the owner these song, and dance lines about how they'll take good care of it... Just days later it's listed for sale for twice as much on an open title.

I contacted the number in the ad. The guy selling it said he's doing it on behalf of the original owner who's 90... whether that's a true story or not I don't know.
