Hire the best people, pay and treat them well, make it clear from the beginning that a certain workplace culture is going to be enforced and enforce it firmly and fairly... or only treat/pay the smallest percentage possible, hire what you can get for sub-competitive wages and make sure they have to go through lots of rank and file offices to get to the decision makers if they do come.Background checks not being done?

The second way gives the brass a much better bonus at the end of the quarter/year. So long as their "human shield" holds up, they're happy.
At my workplace, the cost/benefit evaluations have led to very high security printers and copiers vs anything that would actually secure areas in case of any kind of attack. They did add electronic locks to the tempered glass doors though
, it has been a few years since anyone tossed a spark plug through a pane of glass... so I suppose they're secure.
