in august 5th 1968 no 1969 models would have been at the dealership.
The dealers were selling all the 68 models they had in stock.
They couldn't take any orders for 68 models to be built.
If a customer wanted something they would have to find out if other dealers might have it.
The cars built in august and early/mid september were all located on parking lots close to the production plants.
Just within the last week before the official release they started delivering them to the dealers.

Good question.
I think as soon as the cars where in the dealership and "officially" shown and announced (all within a few days)
From that point the dealers could take orders.
Previous to that people wouldn't know
-how the cars look a like (do you buy something you do not know how it looks?)
-what options are available
-what colours/interieurs are out to choose

During those years, Chrysler had an accounting trick that used a car going onto the truck as "Sold". Initial start up production was geared to flooding the Sales Banks and ramming large volumes of cars down dealer's throats. If they refused, their allocation of desirable car was cut way back.
I don't remember dealers ever taking pre-orders back then. Sitting on your hands to order a car until the showrooms were full was the accepted norm.
You'll always find someone who say they were the exception.
