Can't say I have seen 15x7 like this with the flat edge on the centers. ... C body wheels?

i've got some of those bent centers too . but there not 7's

Yes-15X7, a lot of 80's Fifth Avenues had them. They had full wheel covers, so you have to take a cover off to measure them. Also the wheelcovers had very aggressive teeth and scared the rim up pretty bad. It takes a lot of sanding to smooth them up. If I'm going to make them black, I just have them powdercoated-it fills in a lot of the grooves.
