Does anyone know where to find the clips that hold the fusebox to the bulkhead connector or if it is even possible to buy just the clips? It is for a '70 new Yorker.

They should be the same from any Mopar of the same vintage - anybody parting out B and C body cars should have them.
As well, the reproduction ones come with clips, so you can try contacting the manufacturer to see if you can get some.
