Well, the owner got back to me and of course, it's not all that it appears to be.
He bought it a year ago from Country Clasisic Cars and it's again listed with them:

And it all came down to this:
"Was the dealer able to document that it was an original 23,000 mile car?"
"Well, no but the gas and brake pedals looked new. That's how ya can tell, ya know...."
