(Nov. 25) = Latest build date for a car with that bumper that I'm aware of (assuming it is original).

If I had to guess...its probably not. Maybe original to the car the hood and fender extension came from though.

The seller believes that the rear bumper is original. FWIW, he also told me that the car comes with a spare front bumper from another Monaco.

All I’m pointing out is what the seller believes. We know from the Yahoo board that Nov. is way too late for a car to have come out with Fratzog bumpers.
