Changing the brake lines in the rear. This holds down the T for the lines. Why is this bolt special. How does it function?

Thats the vent for the rear .
I wanna say it releases pressure from the rear housing but I will leave that verbiage to the board engineers.

Breather for the differential.
Vent for rear diff. Very special part and hard to find. Do not strip the threads and clean any dirt out of it before reinstalling.
Vent for rear diff as noted above. They do make repros but I don't know how accurate the are. Originals are better.
This bolt is an interesting multifunction fastener.
First like you stated it holds the splitter for your brake lines. Why
mounted on the rear axle? So that you only need one flex brake line to account for the suspension movement and cleaner routing.
Second. The rear differential needs a breather. So as you may have noticed the bolt is hollow.
The Chrysler engineer was likely trying to save money using one part instead of two.
Clean it up good with solvent and make sure it still breathes, and reinstall when you are ready. Detail as you please.
