the ideal carburetor float level

What is the ideal carburetor float level? I have a Holley spread bore and I always thought the ideal float level was where the top of the float was parallel to the top of the bowl. But I've read on street machines a lower float level is better. Thing is, this Holley doesn't have sight plugs so to adjust the float one has to remove the bowl and bend the tab which is a pain if you have to go by trial and error (i.e. keep removing the bowl). Should I lower the bowl a little lower than parallel or lower? Is there an ideal float position? Paul
