1973 Chrysler Newport rear bumper removal

I removed the tail lights and was able to take the two upper bumper bolts out. There are four lower bolts on the underside of the bumper and it looks like the bottom valance needs to come off in order for my hand to reach up there and unbolt. Am I right or is there another way that I am not seeing.

Watching... My valance is off and I started to play the guessing game w/ the bolts inside of the trunk. Service manual has been little help. The '72 Newport page showing the rear bumper doesn't even have a valance in the diagram.
