Do 66 imperial cars have hinden body numbers like A, B and E bodies. Is there a way to ID a car without
a VIN?

You do realize that the wiper pivot is located on a finished cowl panel in front of the windshield on these cars, right? On my '67 the data plate is on top of the drivers side inner fender, there are no numbers stamped on the cowl in proximity of the wiper pivot under the hood and I see no evidence of numbers on the trunk lip but I'm not moving the original weatherstripping to see. Something tells me I wouldn't find anything if I did. This is just what I'm finding or not finding on my car.In 66 it would have the Shipping Order Number on the trunk rail and the cowl near the driver side wiper pivot (core support was only on A, B & E). The Data plate may have been on the core support but the hidden number was on the cowl.
Without a broadcast sheet it is impossible to connect a Shipping order number to a VIN.
Without a VIN the CHP would need to do an inspection and more likely would issue a new number based purely on your documentation. This will not follow the VIN format for a 66 but whatever their format is. They will act like there are other hidden numbers but there isn't.
Your best bet is a broadcast sheet and hope they know how to connect the dots.

if I recall it is under the cowl weatherstrip. Likewise with the trunk, on my 69 it was up near the hinge on the driver side (under the weatherstrip).
