That contraption is the A/C drier. I have the same thing on the driver's side on my '66 Imperial.

I've seen under the hood of countless mopars and that's the first time I've seen something like that. An ungainly looking piece of plumbing for sure.

Possibly or maybe the owner / driver was elderly maybe? Your suggestion seems more likely if they would allow a car on the street w/o all safety equipment functioning
