Its Ok for $800, probably lower him down to 6 or 5.

Probably turn over slow because the motor is DRY from sitting for so many years. And then it's probably cold, and the starter is old.

I've been looking for a set of decent rear bumper steps for years...how come every rusty parts car I see has them...but no one ever puts them up for sale!
